FBI agents can’t point to any major terrorism cases they’ve cracked thanks to the key snooping powers in the Patriot Act, the Justice Department’s inspector general said in a report Thursday that could complicate efforts to keep key parts of the law operating.

In other words, all the spying on US citizens was just that - spying on US citizens.
And now that they know who all the potential dissidents are, they can implement TPP and TTIP plus martial law if they have to.
I believe that martial law in the US will never be required. We are far too docile for that. If it is implemented, it will be for theatrical purposes only.
