Who could have enough money to buy such a thing? The 1% of the 1% of the 1%?
One possibility is that such a ship could be a platform for an offshore business center which could operate outside the jurisdiction of any nation-state taxation. The owner(s) in effect could become their own country ... their own market state.
And that would be real luxury.
